No puedo ocupar Neutral Barrier en Nidhoggur's

Comunidad, junto con saludar, quería preguntar a qué se debe que no pueda ocupar neutral barrier cuando hago la instancia de Niddhoggur.

Tengo el Barrier Devide y el fuel necesario. Antes no me pasaba esto, y me pasaba tranquilamente la instancia ?.

No sé si se debe a un bug o a un cambio implementado. En caso que sea un cambio implementado, me gustaría saber el porqué.
